[KLAY Deposit Event] Verification lowered from Level 4 -> Level 3

To allow overseas DAYBIT users to participate in the KLAY deposit event, we have lowered account verification from the existing Level 4 (requiring KRW bank account) to Level 3 (ID authentication).

Overseas users are now eligible to participate in the KLAY deposit event, and receive free CSP tokens by the time we list on DAYBIT next month.
